It's a been a nice respite from stadium news over the past few days, but we're back in the groove now with "Official Promises To Deliver Stadium" from Tuesday's Post, focusing on DC Sports and Entertainment Commission head Mark Tuohey. But, believe it or not, some council members are quoted as criticizing the stadium deal. Tuohey says they'll deliver a deal this week; we shall we....  UPDATE: Backtracking a few days, Jack Evans sounded a whole lot less optimistic on Friday, as quoted in the WashTimes's "Evans: MLB Won't Pay", indicating that they are still two votes short of the seven needed to pass the lease agreement.

I have so very many photos of Near Southeast that I've never posted, but as a block or corner begins to get developed I look through them a lot to see if there's any angle that maybe I'd now like to show. I've been doing this lately as 20 M Street's construction continues, and as I've browsed through my pictures of Half and M lately, something started to jump out at me from the edges of some of the shots, something that it now appears I've been unintentionally tracking for the past three years. So, I bring to you: Gas Prices at Half and M. No pressure, Sunoco!

Marriott's web site now has a page for the "Courtyard by Marriott Washington Capitol Hill/Navy Yard", and the page says "Opening in March 2006." You can't reserve a room yet, but at least it's there now. See my Capitol Hill Tower page for photos, detail, etc.

 

Couldn't help myself, had to go take more pictures in the Hood, so check out my Capitol Hill Tower, New Jersey Avenue, and especially my DOT HQ pages for new images--I ventured out after construction was finished for the day, but they hadn't closed the gates to DOT at New Jersey and M, and now that there's a nice concrete road bed, I took my first walk from M to N on the "new New Jersey." And didn't even get arrested! I also added a photo or two to my Capper Seniors page, mainly to document that they have sped along with the bricking the southern exterior of Capper #1.
 

In zoning news this week... On Monday night the Zoning Commission approved the Capper/Carrollsburg 2nd Stage PUD--PUDs leave me bewildered, so I'm not 100% sure if this means that all systems are go for work to begin at Capper, or if there's still some other post-approval approval that still needs to happen (like with the DC Council). In easier-to-digest news, JPI has a second case ready to go in front of the Board of Zoning Adjustment, this time for the 900 block of New Jersey Avenue, where the Nexus Gold Club is. The application requests "a variance from the residential recreation space requirements under section 773, and a special exception for multiple roof structures with walls of uneven height pursuant to sections 411 and 770.6, to allow the development of a multi-family residential building ... at premises 900 New Jersey Avenue, S.E. " (I hate to tell them that this is going to have to be called 90*1* New Jersey, because it's on the west side of the block!) The lots they list seem to indicate that they plan on developing the entire block except for one lot, on the northeast corner of 1st and K. The hearing will be on May 16--JPI's other variance hearing for 100 I Street is scheduled for March 14. You can see pictures of both sites on my new North of M page.
 

Buried in Thursday's Post: "Cropp Proposes 'Compromise' on D.C. Stadium." In a letter to Mayor Bow Tie, "Cropp listed 10 provisions that she said would ensure that at least seven of the council's 13 members would vote to approve a critical stadium lease deal. The key provision would be a guarantee that the city's costs for the project would be capped at the $535 million the council approved last year, plus $54 million in bond financing fees. Any additional costs would have to be covered by the league, the owner of the Washington Nationals or private developers, Cropp wrote. Furthermore, the council expects Major League Baseball to select a local group to own the Nationals and wants more community benefits -- such as free tickets for disadvantaged youth -- added in the lease agreement, she said. Cropp said her letter represents the cumulative wish list of at least seven council members." I'm sure MLB will be thrilled with the idea of the city council dictating who the new owner should be. The rest of the article discusses the Mayor's positive reaction to the letter, and the progress being made on the various fronts. Also, the Post article mentions briefly what Thursday's WashTimes "Council plans to meet lawyer" article focuses on: "Members of the D.C. Council plan to meet today with an attorney specializing in high-level stadium negotiations in the hopes of ending a dispute with Major League Baseball over a lease for the Washington Nationals' new ballpark in Southeast."

The WashTimes provides sunshine and roses in "No more pitchers for D.C. ballpark": "The D.C. government's efforts are nearly dead in closing a deal with Major League Baseball to build a stadium in Southeast for the Washington Nationals. D.C. Council member Jack Evans, a chief proponent of the stadium, has given up trying to persuade fellow members to support the deal. " The article also addresses how the delays are impacting the ability of construction to get finished by March 2008. But Tony is optimistic!

At the end of a WashTimes story describing the city's discussions over what to do with an expected surplus coming out of the new baseball stadium over the years (I know, it didn't make any sense to me, either), there was a brief update about the negotiations over the stadium lease agreement: "Several council sources said they are eyeing a possible vote on the lease at the body's next legislative meeting Feb. 7, but nothing has been scheduled. Council members met yesterday with the mayor's legislative aides to go over possible proposals, and members also are scheduled to meet with council attorneys Thursday." UPDATE: According to the AP: "D.C. Mayor Anthony Williams told reporters Tuesday that he hopes to send a new stadium lease agreement to the council by the end of this week." Note that "sending to the council" and having the council vote on it are two different things.

There's now a sign on Capitol Hill Tower, just south of the New Jersey and K intersection, that says "Sales Office Now Open." I haven't walked up to be sure, but if you're interested in the project, wander by and see if you can go in....

While trying to add some photos of the Faison properties along 1st Street, I realized that my South Capitol Street Corridor page had become way too huge and unwieldy, and that with the various plans getting underway for the few blocks between I, M, South Capitol, and New Jersey, perhaps that little land of taxi companies and auto shops needed its own page, so I created the North of M page, and rejiggered my Near Southeast map yet again. I added quite a few new pictures, and this is where I'll track these projects (Faison's, Ron Cohen's Square 699 plans, JPI's two projects on 1st and on I) until they get big enough to warrant their own pages. I also added a couple of new pictures to the SouthCap page to make up for its losses.
 

Just got back from the ANC 6D meeting, where Faison Enterprises was seeking the support of the commission in its request to close two east-west alleys in Square 743N, which is bounded by 1st, New Jersey, L, and M. Faison is in the process of acquiring the entire portion of this block west of the north-south alley (they were cagey about exactly how acquired it is), and displayed its preliminary plans for two structures: a 12-story office building on the northeast corner of 1st and M, and a 14-story, 250-unit residential tower on the southeast corner of 1st and L. This project--designed by Esocoff & Associates--has a lot of miles to cover before shovels could go in the ground, especially since its location comes under the new planning review requirements along M Street as part of the latest (not yet approved) amendment to the Capitol Gateway Overlay. I'll dig up some more pictures of the lots, but you can scroll far down on both the M Street and South Capitol Street pages to find a shot or two in the meantime. (Oh, the ANC supported the alley closings 6-0; the city council will vote on the proposal on Jan. 27.) More as I get it. UPDATE, 1/13: The DC Council will be holding a hearing on the legislation for this alley closing on Jan. 27 at 10:30 am.

 

Digging through my thousands of Near Southeast images, I realized tonight that I had one of my oldest ones (from September 2000) mis-identified, and that it's actually of the 1100 block of New Jersey Avenue, well before construction was begun on the green-and-white "Federal Gateway" building. (Scroll down the NJ page to see it, now pared with a current photo of the same spot.) I've always grumbled that I didn't have any evidence of what that block looked like before 1100 New Jersey went up--now I do! How wonderful that I can be made happy by such little things. :-)

It appears that JPI is moving forward pretty quickly with its plans for a 700-unit, two-13-story-building residential project at 100 I Street (just west of New Jersey Avenue, and just south of the SE Freeway; I'll add it to my map once there are drawings and a scheduled start date, but for now you can see a few pictures of the site on my South Capitol Street Corridor page). The March 14 agenda for the Bureau of Zoning Adjustment includes an application from JPI Development Services for variances "to allow the development of a multiple family residential building at premises 70 and 100 Eye Street, S.E."

The National Capital Planning Commission at its January meeting reviewed the plans for street and alley closings within the footprint of the new baseball stadium; their comments were that the street closings should only happen if the ballpark ends up being located at the site, and that the city should agree if a ballpark is no longer on the site, the streets should be reopened. They also addressed the relocation of an asphalt plant that is having to move because of the stadium. The actions can be seen here, through the end of January.

ANC 6D's January meeting is Monday, Jan. 9, and its agenda is now available. It contains mostly items pertaining to SW (including a presentation by Forest City Enterprises on Waterside Mall, which I know is of interest to many of you), but what caught my eye was this: "Presentation: Variance and Special Exception, 900 New Jersey Avenue SE." Whaa? For those of you who don't know the street grid inside out, 900 New Jersey would be on the east side of the street between K and (the nonexistent) I Street, and is currently occupied by a DC Department of Public Works facility (the one with the tall brick chimney). The DPW site is part of the Capper / Carrollsburg PUD, which calls for a mid- to high-rise residential building on that lot. Are they moving forward with this? Is this something else? Or is it some boring little thing about eventually re-opening I Street, and nothing more? I'm doing some digging, and maybe I'll have an answer before Monday's meeting. But it is intriguing....  UPDATE: The agenda has been changed, and the 900 NJ Ave presentation is no longer there; it has been replaced with a presentation on proposed alley closings on the east side of Square 743, the 1100 block of 1st Street, SE. And apparently the "900 NJ Ave" label was an incorrect reference to the zoning adjustment request for the JPI project, which is not on New Jersey Ave (it's at 100 I Street). So for now, the DPW site is not going anywhere. UPDATE II: These JPI projects have driven me crazy since the beginning. To clarify a bit, JPI is also in the process of buying land on the west side of the 900 block of New Jersey (which includes the Nexus Gold Club), so they do plan on giving a presenation to ANC 6D soon about desired variances and exceptions for that project. But nothing for this second JPI project has shown up yet on any of the zoning calendars....
 

Two stadium-related links, neither of which really contain any news. The Post's Steve Pearlstein comments on it all  and gives a good analysis from the business angle of things with "Baseball Stadium Still Shows Up in the 'Win' Column" , and the AP reports "Tuohey: D.C. Won't be Stuck for Stadium Cost Overruns". UPDATE: And here's the WashTimes's piece expanding on Mark Tuohey's comments about trying to put a cap on the lease.

This week marks the third anniversary of this blog (of course, back then, it wasn't really a blog, we oldtimers called them "web sites," hee hee). It was before there was even talk of bringing the Expos to DC, let alone putting a stadium in Near Southeast. The Cappers were still occupied, 1100 New Jersey was still under construction, the M Street portion of the Southeast Federal Center was still a fenced-off unoccupied lot, and there were plans but no construction at DOT HQCapitol Hill Tower, 20 M Street, or either of the Capper Seniors projects. Since then, I've taken thousands of pictures, posted a few hundred of them, typed a lot of words, and become far more knowledgeable about zoning procedures and tax parcels and the DC government web site than I ever could have imagined.
So, what do I see coming in Year Four of my Near Southeast Obsession? I don't need a crystal ball to see some of the future: Early in the year we'll have the completion of the Capitol Hill Tower / Courtyard by Marriott project, bringing the first new market-rate housing (and the first hotel) to this neighborhood since, well, forever. DOT and its accompanying retail spaces should be completed by the end of the year, bringing a flood of workers into the area each weekday. Capper Seniors #1 should be finished as well (and maybe even Capper Seniors #2), allowing the first group of low-income seniors to move out of the old Capper Seniors highrise at 7th and M. And sales should begin (and maybe even construction?) on the huge "Capitol Quarter" mixed-income housing development replacing Capper / Carrollsburg.
Predicting what else may come down the pike this year is a bit dicier. Plans have been announced with 2006 start dates for projects like Washington Canal Park, a new JPI residential project on I Street by the SE Freeway, and the Ron Cohen mixed-use development at Half and K, but I'm not betting on seeing shovels in the ground necessarily for all of them by the end of the year. Then there's that stadium, and the "Ballpark District" that has four of the biggest developers in the city simulatenously working together on plans and salivating at the potential profits. They've got to get construction started by April in order to have the stadium ready for Opening Day 2008--my fearless prediction is that the stadium lease will get settled, and plans will proceed, but they won't make the April 1, 2008 deadline (which will have MLB spouting threats all over again).
And no doubt some new projects will materialize (some I've talked about on this site, others that are still just a secret gleam in a developer's eye), plus we should see actual drawings and plans for the huge Southeast Federal Center project.
But the biggest change for Near Southeast in 2006 will be the largest influx of new workers, residents, and visitors since the revitalization of the neighborhood began, which will no doubt bring grumbles about increased traffic and tighter parking in the surrounding areas. But it should also bring more amenities, such as portions of the Anacostia waterfront being made more accessible, and more retail and service offerings.
It'll be interesting to watch.

UPDATE, 6 pm: And MLB has done, the deed, filing today for mediation. Here's the MLB.com story. UPDATE, 11:23 pm:  Earlier Post link has gone bad, so I've removed it and added it to the official Thursday story, "Baseball Files for Arbitration on DC Stadium." Since I'm still doing my best to ignore all the back-and-forth and the posturing, I'll just post this quote: "Mayoral aides said the Williams administration may announce changes in the lease agreement by the end of this week and will resubmit it to the council within two weeks."

The Washington Blade's "D.C. law may block O Street clubs from moving" discusses the current state of affairs for the gay nightclubs in Near Southeast, from the ones in the footprint of the new baseball stadium (like Ziegfield's, Secrets, Follies, Heat, and others) to the ones along K Street (Wet, Edge, plus all-orientation Nation). The ones within the stadium footprint say that a law on the books intended to help them may actually prevent them from moving outside of their current area. Meanwhile, Wet and Edge at Half and K have been told they must vacate this year in order to make way for Ron Cohen's mixed-use project on that block. As for the fate of Nation, I've heard nothing about the existing plans moving forward for a 10-story office building on that site--the building permit was filed more than a year ago, although Potomac Investment Properties indicated at the time that they just wanted to be ready for when the time was right to begin building. However, construction materials and fences have been spotted around the Nation building, and their published events calendar is pretty sparse (plus their concert line hasn't been updated since early November) leading folks to wonder if something is indeed afoot. (If someone wants to whisper about any of this to me, I'll listen!)
 

(originally posted Dec. 2) It's been just short of a year since Gustafson Guthrie Nichol Ltd won the design competition for Washington Canal Park, and basically nothing has happened with the plans since then. But for its Dec. 8 board meeting, the Anacostia Waterfront Corporation has prepared a draft resolution that agrees to award GGN a $979,500 contract for design and planning services. Let's hope that the park appears in 2006, as originally scheduled. UPDATE: I have now heard that the AWC board did authorize the AWC to enter into a contract with GGNL. But of course now the contract has to be worked out.
