After being vacant since the beginning of the year, the old Capper Seniors building at 601 L Street is in its final days, with demolition scheduled to begin the first week in November. Once the hazmat cleanup that's been going on is finished, the building, which opened in the late 1950s, will be brought down floor-by-floor (no Vegas-style implosion). I was inside the fences yesterday and between the raindrops got a few pictures of this building, though I hope to get some more before the final curtain.
At the same time the old building is coming down, the 139-unit new Capper Building #2 at 400 M Street is going to be opening its doors to residents. Originally designed as a building for low-income seniors, its profile has been expanded to also include renters who earn up to 60 percent of the area median income (from $38,000 for one person to $54,000 for a family of four). I was given a tour yesterday and got photos of the inside; the first floor has a community room with kitchenette, and laundry, computer, fitness, and conference rooms, and the landscaped interior courtyard also serves as a stormwater management system. The two-bedroom corner units at Fourth and M have some pretty nice views of The Yards and DOT (but I think they're all already spoken for). Twenty of the one-bedrooms and one of the two-bedrooms are for the mobility-impaired. A web site for the building will be launched soon, and there will be a rental office on-site. With Building 2's opening, there are 300 new affordable housing units now available in the Capper Hope VI redevelopment (with Capper Seniors #1 having opened late in 2006), with another 400 to come as mixed-income Capitol Quarter gets underway early next year, and the other mixed-income Capper apartment buildings planned for Second Street loom farther at some unannounced date in the future.
 

The DC Housing Authority is having a groundbreaking ceremony on Tuesday (June 26) at 11 am for the first phase of the Capper/Carrollsburg mixed-income townhouses (i.e., Capitol Quarter), at 4th and L by the EYA sales office. This isn't a signal for the actual start of "vertical" construction, though--that won't begin until later this year.
And maybe this makes for a good time to have a refresher on what exactly "Capper/Carrollsburg" is:
In 2001, DC received a $34.9 million Hope VI grant to redevelop the 23-acre 700-unit Capper/Carrollsburg public housing project as a mixed-income development, replacing every one of the low-income units and then adding to them another 700-plus market-rate and workforce-rate rental and ownership units. The redevelopment project is being handled as a joint venture by Forest City Washington, Mid-City Urban LLC, and the Housing Authority.
The townhouse portion of the redevelopment, being marketed by EYA as Capitol Quarter, will have approximately 121 market-rate and 91 "workforce"-rate ownership houses; an additional 65 townhouses will contain 111 subsidized rental units and Section 8 ownership units. The market-rate houses are already being made available for reservations in monthly blocks, with the attendant tent cities popping up at the sales center as hopeful homeowners stake their claims. There was a lottery back in 2006 for the first 20 workforce units; I imagine another will be coming before too long.
Three hundred low-income rental units have already been completed (or are about to be) as part of the new Capper Seniors #1 and Capper Building #2 projects. The rest of the public housing rental units will be included in four mixed-income apartment buildings planned along Canal Park, three on the eastern side of the park between 2nd and 3rd and I and M, and a fourth on the site of the DPW Trash Transfer lot at New Jersey and K. None of these are anticipated to start construction before 2010, so in the meantime, temporary surface parking lots will soon appear on those blocks to help ease the expected Nationals stadium parking crunch.
Additionally, 700,000 sq ft of office space will eventually be built within the Capper redevelopment area; 250 M Street is a 190,000-sq-ft joint venture between William C. Smith and the DC Housing Authority, and although it now has all of its zoning approvals, we just learned a few days ago that Smith is going to wait until the building is 30 percent leased before beginning construction. There will eventually be another 500,000 sq ft of office space developed at 7th and M on the site of the old Capper Seniors building (itself scheduled to be demolished late this year), but with no current timetable for that project a temporary surface parking lot is coming to that site as well. There will also be another 30-45 townhomes built along L Street behind these new office buildings, but those are a long ways off.
Topping it all off, a new 28,000-sq-ft community center is planned at 5th and K, replacing the one demolished earlier this year. It could start construction in 2008, but those plans might change if, say, a developer or the Housing Authority manages to snag from DCPS the Van Ness Elementary School site at 5th and M, which was closed in 2006 and is now administrative space. A new elementary school could be then constructed to serve families as they move into the rebuilt Capper neighborhood, and the community center could be part of the school rather than being a standalone project. But with the changes in the structure of the public schools' governance, who knows when any decision like this could happen, if at all. Just some Sunday morning speculation for you.

Last night at its monthly meeting, ANC 6D passed a resolution opposing the proposed relocation of the First Distrct Police Station currently at 415 4th St. SW to the old Post Plant at 225 Virginia Ave. SE. There's a series of 11 bullet points describing the ANC's opposition, many of which were brought up at the city council subcommittee hearing last week, most notably of course being the potential impact on "community policing" if the police are no longer housed right in the community. Other issues such as parking at the new site, the "massing" of so many police functions in such a small area given that the 1D1 substation is just four blocks away, and the potential loss of easy walk-in visits to 1D if they are housed in the same building that contains high-level MPD functions such as the chief's office, the Special Operations Division, the evidence warehouse, and other departments.
I also finally got a chance to see the portions of the hearing that weren't originally broadcast, and one of the items that jumped out at me (and that is mentioned in the ANC resolution as well) is that the Office of Property Management is already looking for 10,000 square feet of "swing space" for the 1D substation, because it needs to be out of its current location by early 2009 to make way for the new combined forensics lab. Because of timing issues with getting the 225 Virginia building ready for occupancy (a project that could cost up to $100 million), 1D may not be able to move directly to the new building. (OPM said it should know within 60 days if 1D will need to move to swing space.) Both Carol Schwartz and Tommy Wells were quite skeptical of moving 1D to 225 Virginia, with Schwartz saying "Have you thought of how ridiculous that is?" (But she said it really nicely.) The council members pressed OPM and MPD about why the forensics lab couldn't be at 225 Virginia instead, but issues with ceiling heights and ventilation seemed to be stumbling points, although former OPM head Carol Mitten testified that it wouldn't be impossible. There was also a lot of discussion about the possibility of buying 225 Virginia outright, rather than leasing it.
And of course, as I mentioned in my initial summary, parking issues were a large part of the conversation as well. Neither OPM or MPD would commit to Wells's idea of a ban on employee on-street parking; and as I said last week, OPM and MPD were floating the DPW trash transfer lot at 2nd and K as a parking alternative without seeming to be aware that that lot is already going to the DC Housing Authority as part of the Capper/Carrollsburg Hope VI project. (I shouted it at the TV as loudly and often as I could, but apparently they couldn't hear me.) As described, a new parking structure built on top of the surface lot at 3rd and I would have about 520 spaces, 200 of which would be for police vehicles and another 100 for 1D staff, leaving only 200 spaces for the remaining 500 employees at this new headquarters.
Next steps? OPM is now looking at getting architectural drawings and guaranteed maximum buildout costs to the council by October (two months later than originally forecast); there is also supposed to be a parking plan given to the committee within the next two weeks, and also at some point a meeting between OPM, MPD, and ANCs 6B and 6D. A separate Zoning Commission hearing on adding the site to the Capitol South Receiving Zone originally scheduled for this week has now been postponed. I imagine there will be a fair amount of behind-the-scenes maneuvering on the project that we won't hear much about until it comes time for the city council to vote on paying for the renovations to the building.

On April 9, the DC Zoning Commission will be entertaining Case 07-08, an emergency request to allow for changes to the Capitol Gateway Zoning Overlay to allow for the construction of temporary surface parking lots--to last no more than five years--on certain squares within Near Southeast. There is also a companion case, 03-12E/03-13E, specifically requesting a minor modification to the Capper/Carrollsburg zoning orders to allow surface parking lots on four squares within Capper--the three blocks bounded by 2nd, I, M, and 3rd (next to Canal Park) and on Square 882, the current home of the old Capper Seniors building, which is expected to be demolished this summer.
I'm not going to go into great detail, because I need to pace myself on the subject of parking or else I will pop a vein before Opening Day. But here's the gist: the city and the Nationals want to be able to build temporary surface parking to handle the estimated 3,800 cars that will need parking beyond the 1,225 spaces on the stadium site. These lots will be available as public parking during non-event times (so you DOT workers who want to drive to work should be paying close attention). This zoning request covers certain squares directly around the stadium and at Capper; apparently there will be a subsequent submission requesting similar amendments to the Southeast Federal Center Overlay to allow surface parking there as well.
As to why the Office of Planning is supporting this request, here's a quote from their report to the Zoning Commission (emphasis mine): "Although much of the parking needed to serve the Ballpark's patrons will eventually be accommodated by parking within nearby future buildings, these buildings will not yet be constructed when the Ballpark opens in 2008. While OP strongly encourages the use of mass transit and encourages the Nationals to provide meaningful incentives for the use of mass transit and other alternatives to the private automobile, OP shares their concern that a short term shortage of parking available to patrons could lead to illegal parking on streets and private property in the surrounding area, and could have an impact on the short term success of this important District facility. This proposal would help to address the short term need for an interim parking solution."
And, another OP quote (again, emphasis mine): "Normally, OP is not supportive of surface parking lots. In addition to being a poor use of the District's valuable land base, extensive surface parking lots disrupt neighborhood fabric; can be a source of crime, noise, trash, and light-spill; encourage the use of the private automobile over other less environmentally damaging forms of transportation; and contribute significantly to storm water run-off water pollution problems facing our great river systems. OP would not support surface parking on these squares as a permanent use to address currently perceived parking need."

And, against my better judgment, I have created a new Planning for Stadium Transportation and Parking page, pulling together the various documents that have been released recently (mainly from last month's TOPP meeting). I've also thrown together a map that is nowhere near official marking what I understand to be various possible locations for stadium parking. It will change as time goes on, and do not take it as gospel, but it does show which sites come under this zoning request, along with other possible sites. Opening Day is still a year away, and there will be much jawboning on this subject over the coming weeks and months. So, everyone take a deep breath, keep an eye on updates as more information gets released, and try not to panic too far ahead of time.
UPDATE: And with fine timing, Near Southeast's councilman Tommy Wells has just announced the creation of a new transportation task force for Near Southeast and Southwest, bringing together representatives of the government, residents, and developers to address the concerns of neighborhoods facing not only baseball, but also the coming influx of thousands of new workers and residents.

 

A few items of Near Southeast interest were on last night's Zoning Commission agenda. First, the commission unanimously approved the modification to the Capper/Carrollsburg PUD to change the makeup of Capper Seniors #2 (now nearly completed at 4th and M) from all units for low-income seniors to add some workforce-level (30-60% median income) units as well. Seniors will have first preference, followed by former Capper/Carrollsburg residents who meet the income requirements; because there are no one-bedroom units in the public housing portion of Capitol Quarter, making this switch at Capper Seniors #2 means that former residents in need of a one-bedroom have the chance to move back this year, instead of waiting for 2011 when the multifamily mixed-income buildings get built along 2nd Street. In return for this modification, the developers agreed to amendments recommended by the Office of Planning that additional shared parking spaces be created within three blocks of the building, and that two ride-sharing cars be located at Capper/Carrollsburg (also within three blocks of Seniors #2). So, look for more news in the coming weeks on the "Ballpark Apartments".
The commission also unanimously approved a modification to the office building at 100 M Street that needed to be undertaken because their sidewalk along 1st Street is being narrowed thanks to a decision by DDOT to widen 1st Street north of M to allow for two traffic lanes, two parking lanes, and a bike lane. The commissioners were not happy with DDOT's move, lamenting that the ZC's attempts to create walkable communities with vibrant ground-floor retail and outdoor seating space can get thwarted by a DDOT decision like this one. But the commissioners also agreed that the 100 M developers shouldn't be penalized for DDOT's mischief.
There was supposed to be a final vote on the Capitol Gateway Overlay Review for 1325 South Capitol, the new residential building across from the Nationals ballpark, but that has been deferred to the commission's April 9 public meeting.

The demolition of the final two blocks of Capper/Carrollsburg buildings got off to a quick start last week with two buildings gone almost immediately, but since then only one building (along K between 2nd and 3rd) has been worked on (now about 75% demolished), and it doesn't look like they've done any work on the site for the past two days. That still doesn't stop me from taking pictures, so there's an ever-so-incremental update to the Capper/Carrollsburg page. Thanks to the current Google Satellite images of Near Southeast still being from about 2002, plus this overhead shot I have from 1999, I was able to count that there were fifty Capper/Carrollsburg buildings in the late 1990s (ranging from the seven-story Capper Seniors building at 7th and M to the three other five-story apartment buildings along Virginia between 5th and 7th to the four-story blue-roofed buildings along 4th and 5th streets to the two-story dwellings along 2nd and 3rd); there are now six left (well, 6.25), and five of those will probably be gone within the next month, leaving only old Capper Seniors standing--but with its residents starting to be moved to the new Capper Seniors #1 soon and to Capper Seniors #2 in spring, it too will probably be gone before too many more months go by. (If you're wondering, the first Carrollsburg Dwellings were built in 1941, and the first of the Capper apartment buildings opened in 1958; old Capper Seniors was originally "all-ages" public housing, but was closed in 1973, then reopened in 1981 [six years behind schedule] as a seniors building.)

The two- and three-story brick buildings on the southeast corner of 3rd and L, and the one old townhouse on 4th between L and M, have been demolished within the past few days. These are on the northern part of Square 800, which is home to the 300 M Street office building and also the last tall Capper/Carrollsburg buildings. This land will be the southwestern edge of the Capitol Quarter townhome development. Hopefully this means that the long-vacant Capper buildings on that block will soon be demolished, but I don't know anything for sure. I also haven't heard any timeline for the demolition of the two-story Capper buildings on 2nd between I and L--mixed-income apartment buildings will eventually be built on those blocks, but there's no start date that I've heard for those projects. I will post demolition pictures soon--I've been quite remiss in my picture taking duties lately, but guilt is reaching crisis levels, and I promise to go on a photo excursion this weekend.

Today was a bonanza of Near Southeast alley closing requests, as four pending bills received their public hearings in front of the city council "Committee of the Whole" (i.e., Chairman Cropp, the only council member in attendance).
The first was B16-0799, alley closings and new street designations as part of the Capitol Quarter/Capper Carrollsburg project. Nothing really new in the testimony, except that it has been requested that the bill be considered by the council on an emergency basis, in order to help speed the process of getting the project underway. Ms. Cropp called the project "very, very exciting" and seemed particularly enthused by the mixed-income aspect of the project, noting that the city's past creation of "economic ghettos" hasn't worked out well.
Next up was B16-0888, which seeks to reopen H and I streets between 2nd and New Jersey, and to close alleys and streets within those two blocks; I was not aware until today that a portion of this land is actually federal land (Reservation 17A), which is part of the land transfer bill currently pending before Congress. The northern block (Square 737, north of I) is where William C. Smith is planning a mixed-use project, which in their testimony they broke out as two office buildings totalling 600,000 sq ft, two apartment buildings totalling 600 units (with a 10% affordable housing component), 1100 parking spaces, and 80,000-100,000 sq ft of retail space. They mentioned that back when they first bought the land in 1999 they got a letter of intent from Whole Foods to include a grocery store in this location, but then Whole Foods came down and saw that at that point there wasn't a whole lot of development going on, they pulled out; but Smith is still very interested in getting a grocery store in this development. They anticipate beginning work on this project in 2008 and completing it in 2011. As for Square 739 (where the DPW trash transfer station currently resides), it is actually part of the Capper/Carrollsburg redevelopment, and plans are for a 322-unit apartment building with 115 affordable units, and also ground-floor retail. They don't anticipate beginning work on the building for at least another 4 to 5 years. Ms. Cropp did express some concerns about where the DPW vehicles will be relocated to, given the lack of industrial land left in the city.
After lunch was B16-0879, Monument Realty's request for alley closings on Square 701 between Cushing, Half, M, and N (in the block just north of the ballpark) as part of their "Ballpark Phase I" project, which also includes the expansion of the Navy Yard Metro station at Half Street, which Monument is responsible for as part of their purchase of the WMATA land on the southwest corner of Half and M. New news from the hearing is that there will also be a hotel in addition to the previously announced 275,000-sq-ft office building at Half and M and the 350-unit residential building (mix of rental and condo, with up to 20% affordable housing) at Half and N--Monument is working with W Aloft to develop a 200-key boutique hotel on Half Street. The entire project will have 700 parking spaces, and Monument is planning to begin construction in January 2007 so that these three levels of underground parking (as well as perhaps some of the 50,000 sq ft of planned ground floor retail) can be completed by Opening Day 2008; they will then continue work on the upper floors to have the entire project completed in 2009. UPDATE: I should also note that as part of their plans, Monument will be extending Cushing Place approximately 80 feet, so that it will run through to N Street
Finally came B16-0880, another request from Monument Realty, this time for alley closings on the west side of Square 700, just across Half Street from the Phase I project in the previous alley closing hearing. They are still negotiating with WMATA to attempt to purchase the bus depot land on Square 700, but in the meantime are moving forward with a 115,000-sq-ft/100 unit residential project on the northwest corner of Half and N, on the site of the Good N Plenty carryout (whose lease expires today, it was mentioned). This project will have 12,000 sq ft of ground-floor retail, which, given its location directly across from the stadium plaza entrance, will be quite a prime location. Ms. Cropp was concerned that the project will only have two levels/74 spaces of underground parking (you got the feeling that parking is very much on her mind these days!). There was no stated timeframe for this project, except to say "after Square 701." And of course by then they'll have probably secured the bus depot.
For all of these bills, the next step I believe is getting them on the council consent calendar, for votes to be taken.

The tentative agenda for the National Capital Planning Commission's August meeting has been posted, and there's one item of Near Southeast interest: a request for some street and alley closings, and also some street openings, in Squares 737 and 739 (see my terribly low-tech map of the Near Southeast Tax Parcels). What is being requested is to close the current 1st and Canal "streets" on Square 737, and at the same time allow H and I streets to be extended from 2nd Street through to New Jersey Avenue. Making the request is the William C. Smith Company, which owns the land on Square 737 that's currently a surface parking lot--they have plans for a big (900,000 sq ft) mixed-use development, although I've heard nothing about these plans moving forward. Perhaps this request is the first hint that they are thinking about it? And I know people will also be wondering if this means that the dreaded DPW station at New Jersey and K is also on the way out, to which the answer is: eventually, but I don't know when. (The DPW lot/Square 739 is actually part of the Capper/Carrollsburg planned-unit development, with an apartment building slated to be built there. Someday.)
